29 CFR 1926.501(b)(1): Unprotected sides or edges that were 6 feet or more above a lower level were not protected from falling hazards:   On or about 5 January, 2017, and at times prior thereto, the employer did not equip a stairway landing and second level house landing with fall protection. Workers were exposed to falling more than 6 feet to a lower level due to the lack of guardrails or other fall protection devices.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches, were not equipped with:  (a) At least one handrail.  (b) One stairwell system along each unprotected side or edge.   On or about 5 January, 2017, and at times prior thereto, the employer did not equip a stairwell having four or more risers with at least one handrail or one stairwell system along each unprotected side or edge, exposing the employees to a falling hazard.
