29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:      a) Specialty Cleaning Services, 940 S. Colorado Boulevard Denver, Colorado 80246:  On and before January 13, 2017,  the exposing employer did not ensure a competent person was designated to conduct frequent inspections to identify and correct hazardous conditions capable of causing injury. On January 13, 2017, one employee was using an eight foot ladder to clean the activator sensor on the Rytec garage door #108D.  The sensor on the garage door was activated causing the door to open, knocking the employee off of the ladder.  This condition exposed employees to a fall hazard of approximately 10 feet.    OSHA defines a "competent person" as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.    Abatement Note:  Among other methods, feasible abatement methods include the development of an energy control program. The program should include:  1. Energy control procedures,  2. Employee training; and  3. Periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.
