29 CFR 1910.1030(g)(2)(vii): The employer's training program did not contain the minimum elements required by 29 CFR 1910.1030(g)(2)(vii)(A) through (g)(2)(vii)(N):    TREATMENT ROOMS and NURSES STATION:    On or about and at times prior to January 20, 2017, training provided by the employer did not include information pertaining to the appropriate actions to take and persons to contact in the event of an emergency involving blood-borne pathogens.  Such information includes, but is not limited to: facility-specific procedures in the event of an exposure incident post-exposure evaluation and follow-up.  Some of the employees were responsible for drawing blood from and administering injections to clients.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  FACILITY-WIDE:  On or about and at times prior to January 20, 2017, the employer had not developed a site-specific written Hazard Communication program.  During the course of their regular duties, employees were required to use hazardous chemicals including, but not limited to, germicidal cloths which, according to the Safety Data Sheet, are flammable and corrosive.
