29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) For employees working at 4812 Pelican Blvd in Cape Coral, as observed on or about 31 January, 2017. Employees were installing exterior stucco on the upper walls while standing on the roof of the residential home. The employees were not protected from falling by a fall protection system. Employees exposed to a fall hazard of approximately 17 feet.

Employees were installing exterior stucco on the upper walls from a supported scaffold. The employees were not protected from falling to the lower level. Employees exposed to a fall hazard of approximately 17 feet.

29 CFR 1926.503(b)(1): The employer did not verify compliance with paragraph (a) of this section by preparing a written (training) certification record including the name or other identity of the employee trained, the date(s) of the training, and the signature of the person who conducted the training or the signature of the employer.   a) For employees working at 4812 Pelican Blvd in Cape Coral, as observed on or about 31 January, 2017. Employees were working on the roofs without fall protection. The employer failed to maintain a certification record of fall protection training received for all employees.
