29 CFR 1926.651(k)(1): Daily inspections of excavations, the adjacent areas, and protective systems were not made by a competent person for evidence of a situation that could result in possible cave-ins, indications of failure of protective systems, hazardous atmospheres, or other hazardous conditions. Inspections were not conducted by the competent person prior to the start of work and as needed throughout the shift. a) For the trench excavated approximately 60 linear feet from north to south on this commercial site, the controlling contractor did not ensure that its sub-contractor had a "competent person" inspecting trenches and excavations prior to the start of work and as needed throughout the shift. Employees were working to install a sewer line in an excavation at a depth ranging from 5.0 to 10.5 feet. Inspections were not completed for the potential cave-in hazards on the site. Abatement certification AND documentation are required for this item.
