OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being crushed:    a) On or about 2/8/2017:  At the work site:  Employees were working underneath a section of communication tower, while it was supported by Rigid brand VJ-99 pipe stands set up on unstable ground.   A section of a communication tower fell onto an employee that was working beneath it when the jack stands that supported it sunk into the mud.  Among other methods, feasible and acceptable abatement methods to correct this hazard are to:  1) Not allow employees to work underneath loads supported by pipe stands, as is referenced in the pipe stand user guide.   2) Set up pipe stands on stable and secure surfaces, as is referenced in the pipe stand user guide.
