29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  (a) West and North side of building - On or about February 24, 2017 employees were applying stucco to the exterior of the second level while working from the first level roof with no fall protection to keep employees from falling off the roof.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  (a) Exterior of building - On or about February 23, 2017 employer failed to provide fall protection training for his employees that were exposed to falls from 10 feet high while applying stucco to the exterior of the building with no fall protection.
