29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a.  On or about March 1, 2017, at the site located at 1494 North High Street, Columbus, Ohio, employees were removing construction debris from the fourth level of a new five story residential student housing apartment building through an approximately 7 feet by 8 feet exterior wall opening and standing by the edge without fall protection, thereby exposing employees to an approximately 35 feet fall hazard.
