29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system:    On or about February 28, 2017, on the low sloped roof of a commercial building where employees were exposed to a fall hazard exceeding six feet when performing roofing work without a fall protection system.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:     On or about February 28, 2017, on the roof of a commercial building employees were required to handle hazardous chemicals before a written hazard communication program had been developed and implemented.
