29 CFR 1910.28(b)(7): The employer did not ensure that each employee on a walking-working surface near an opening, including one with a chute attached, where the inside bottom edge of the opening is less than 39 inches (99 cm) above that walking-working surface and the outside bottom edge of the opening is 4 feet (1.2 m) or more above a lower level is protected from falling by the use of: (i) Guardrail systems; (ii) Safety net systems; (iii) Travel restraint systems; or, (iv) Personal fall arrest systems:    a)    On or about 03/17/17 - JFK International Airport, Building 87 (Hardstand "S"), Jamaica, NY 11430      Employees performing aircraft repositioning operations were exposed to a fall hazard of approximately 15-feet from the R-1 aircraft door to the tarmac below. The stairway to access and exit the aircraft was removed prior to the R1 door being closed and no fall protection was provided.    ABATEMENT CERTIFICATION IS REQUIRED PURSUANT TO 29 CFR 1903.19
