29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):     (a)  On or about March 29, 2017, and at times prior to that date, employees were exposed to potential health hazards, where the employees were working with and around various chemicals in and around the maintenance shop, which include but not limited to, tetrachloroethylene, which can cause effect the central nervous system (the brain), causing headache, nausea, dizziness, clumsiness, drowsiness, and other effects like those of being drunk. Tetrachloroethylene can also damage the facial nerves, and can damage the liver and kidneys, without the benefit of any hazard communication program being provided to include training or the availability of the chemical safety data sheets (SDS).
