29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At Market Square Shopping Center, Auburn, Alabama: On or about April 13, 2017 and at times prior; the employer failed to ensure an a-frame ladder used by employees to access the archway roof had its rails extend at least three feet above the landing exposing the employees to a fall hazard of 4 feet to the roof below. b) At Market Square Shopping Center, Auburn, Alabama: On or about April 13, 2017 and at times prior; the employer failed to ensure an extension ladder used by employees to access the main roof had its rails extend at least three feet above the landing exposing the employees to a fall hazard of 19 feet to the concrete ground below.
