29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift.  Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.     Workers were observed engaged in commercial construction activities renovating an existing hotel. Workers were utilizing a SunBelt 400S articulating, extensible, boom aerial lift to apply exterior finishing material to the upper section of the hotel's tower. Workers were exposed to fall hazards in that proper fall protection systems were not utilized.

29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. Workers were exposed to fall hazards between 18.0 and 25.0 feet and were not properly trained in fall protection criteria.
