29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.      On or about April 19, 2017, on the front of the gas station where employees were exposed to fall hazards greater than 6 feet when installing gutters on the front awning without a fall protection system.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:      On or about April 19, 2017, on the south end of the gas station where an employee was exposed to a fall hazard when using an extension ladder to access an awning to install gutters without extending the ladder 3 feet beyond the landing of the awning.
