29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:    JOB SITE: 210 Ashton Circle, Saint Louis, MO 63129, on or about 5/8/2017, workers were observed on top of the front overhang roof, approximately 9' 2" eave to ground level, used a KPro 8-foot, Type 1A, Fiberglass Step Ladder in a closed position to install an attic vent.  A second worker on the roof was holding the ladder to prevent the ladder from shifting.  The workers were exposed to a fall hazard.
