29 CFR 1910.23(e)(2): Stair rails did not consist of a top rail, intermediate rail and/or posts, with the vertical height not more than 34 inches (86.36 cm) nor less than 30 inches (76.2 cm) from upper surface of top rail to surface of tread in line with.  Maintenance Shop: Stairs leading to the rear platform did not have a mid-rail and the top rail on one side of the stairs; the other side had a top rail but no mid-rail. Employees were exposed to fall hazards.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:          Maintenance:  A written hazard communication program was not developed as required.  Employees use chemical products such as Clark Kensington latex paints, flammable spray paints, paint stripper, lubricants, and cleaning products.  At a minimum, the employer needs to prepare:       1. A list of chemical products used;   2. A complete collection of Safety Data Sheets;      3. Develop a written training and information program for employees;     4. Address the labeling system that will be used in the workplace.
