29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  (a)  On or about April 19, 2017, and at times prior, Pro-Line Framing Inc., as the controlling framing contractor at the Ledges at the Promenade construction site, did not implement or execute a program of frequent and regular inspections of the jobsite, materials and equipment by a competent person, to prevent and detect violations for the purpose of preventing accidents.  A worker of a Rosa Construction LLC, subcontractor, fell at least 10.5 feet during work activities and broke five ribs when he climbed on a guardrail, fell, and was incorrectly using a personal fall arrest system so that it did not prevent him from landing on the joists below.
