29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step.      A. M.E. Framing, Inc. worksite located at 202 Stratford Circle, Findlay, Ohio: On or about June 6, 2017, the employer failed to ensure the top of a 6 ft A-framed stepladder was not used as a step by employees. The employees were using the top of the ladder to access the working surface. The employees were exposed to fall hazards due to improper ladder use.

29 CFR 1926.501(b)(1) Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.       A. M.E. Framing, Inc. worksite located at 202 Stratford Circle, Findlay, Ohio: On or about June 6, 2017, the employer did not ensure employees were protected from fall hazards while installing sheeting on the 4/12 pitch roof. The employees were exposed to a fall distance of approximately 9.00 feet on the south side of the single story structure.      M.E. Framing, Inc. was previously cited for a violation of an equivalent Occupational Safety and Health Standard 1926.501(b)(13), which was contained in OSHA inspection number 992749, citation number 1, item number 1 and was affirmed as a final order on October 8, 2014, with respect to a workplace located at Hamilton, Ohio.
