29 CFR 1910.1200(e)(1): Employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met:    (a)        Northern Colorado Concrete  at 1400 Crescent Drive, Windsor CO 80550:     On and preceding June 8, 2017,  the employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f) and (g) of this section for labels and other forms of warning, and safety data sheets will be met.  Employees performed cutting and grinding operations on dry cement.  The employer had not developed a written hazard communication program with regards to hazardous chemicals in their work area which includes silica dust hazards. This condition exposed employees to respirable silica dust.

This condition exposed employees to chemical hazards and respiratory hazards during cement cutting and sanding operations.
