29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets.  On or about 19 June 2017, four framers were working at a residence under construction without hard hats, exposing the workers to the hazard of being struck by falling tools, materials, and equipment.

29 CFR 1926.102(a)(1): 29 CFR 1926.102(a)(1): The employer did not ensure that each affected employee used appropriate eye or face protection when exposed to eye or face hazards from flying particles or objects.   On 19 June 2017, a framer was using an Hitachi N5021A 15/16-Inch 16-Gauge Wide Crown Stapler to apply Thermo Ply to a residence under construction without the use of eye protection, exposing the framer and his helper to the hazard of being struck in the eye by flying particles or objects.
