29 CFR 1926.900(h): When blasting is done in congested areas or in proximity to a structure, railway, or highway, or any other installation that may be damaged, the blaster shall take special precautions in the loading, delaying, initiation, and confinement of each blast with mats or other methods so as to control the throw of fragments, and thus prevent bodily injury to employees.    On or about May 30, 2017, at the jobsite located Phase II, Remington Place Subdivision, Imperial, Missouri, the employer did not provide blast mats or other methods to control the throw of fragments where employee(s) were blasting in proximity of a highway and a subdivision.  The adjacent highway and subdivision were located within 1,000 feet of the blast location.
