29 CFR 1926.453(b)(2)(v): A body belt with lanyard attached to the boom or basket was not worn by employee(s) working from an aerial lift:  a) On or about July 13, 2017, and at times prior, the employer did not ensure that employees using aerial lifts to replace existing light fixtures with new ones were protected from falls with a personal restraint system.    Abatement note: Abatement certification is required for this item (See Certification of Corrective Action Worksheet). A personal fall arrest system with a shock absorbing lanyard or any type of lanyard that allows the worker to fall more than 6 feet or to a lower level is not appropriate for this type of work, as discussed in the enclosed "Statement of Best Practices of General Training and Familiarization for Aerial Work Platform Equipment".  A fall restraint system that restricts movement so that the worker is unable to leave the bucket is the correct system for this type of work.
