29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) Roof, 22 Spring Water Boulevard, Ringtown, PA - Employees were installing snow breaks on a metal roof without the use of fall protection for a nineteen-foot (19') fall onto a concrete sidewalk, as observed on or about July 12, 2017.    In accordance with 29 CFR 1903.19, abatement certification is required for this violation.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.    a) North edge of Roof, 22 Spring Water Boulevard, Ringtown, PA - Employees used a fiberglass extension ladder for roof access/egress with side rails that extended twenty four-inches (24") above the top of the roof edge exposing the employees to a nineteen-foot (19') fall hazard, as observed on or about July 12, 2017.    In accordance with 1903.19, abatement certification is not required for this violation.
