29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.     a) On or about 07-27-2017 and times prior thereto, located at Defense Logistics Agency, Building #34, 8000 Jefferson Davis Hwy. Richmond, VA 23297, Condition: Employee(s) were exposed to fall hazards when required to climb the scaffold framing ends as access to all levels of the work platforms.  Work was being conducted over 40 foot above ground level below.    Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employee(s) and their representatives were informed of this abatement.
