29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:  (a) Chalet Colorado 847 South Columbine Street, Denver, CO 80209: On or before July 27, 2017 the employer did not ensure a competent person was designated to conduct frequent inspections to identify and correct hazardous conditions capable of causing injury. Subcontractor laborers were working on scaffolding greater than 10 feet without any fall protection system in place. This condition exposed workers to fall from fall hazards.   OSHA defines a "competent person" as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to workers, and who has authorization to take prompt corrective measures to eliminate them.
