29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii):   (a). Worksite located at 16510 E. 23rd St., Independence, Missouri- Employees were exposed to fall hazards in that the work platform the employees were working on was not fully decked or planked to prevent employees from falling to the lower level.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level:   (a). Worksite located at 16510 E. 23rd St., Independence, Missouri- Employees were exposed to a fall hazard while working on a fabricated frame scaffolding in which the scaffold was not protected with the use of a guardrail system, safety net system, or a personal fall arrest system.
