29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At 1331 Barret Park Way, Montgomery, Alabama:  On or about August 7, 2017 and at times prior; the employer allowed his employees to perform framing activities without fall protection exposing them to a fall hazard of up to 10 feet 9 inches to the ground below.

29 CFR 1926.1053(b)(13): The top or step of a stepladder was used as a step:   a)  At 1331 Barret Park Way, Montgomery, Alabama:  On or about August 7, 2017 and at times prior; the employer allowed his employees to use a six foot A-Frame ladder to get on and off the second floor of the house while using the top step exposing them to a fall hazard of up to 9 feet 2 inches to the ground below.
