29 CFR 1926.451(b)(1): Each platform on all working levels of the scaffold was not fully planked or decked between the front uprights and the guardrail supports:  Employees engaged in scraping a concrete block wall with the use of a scaffold were exposed to fall hazards over 6 feet in that the scaffold was not fully planked.
