29 CFR 1910.119(h)(3)(iv): The contract employer did not assure that each contract employee follows the safety rules of the facility including the safe work practices required by paragraph (f)(4) of this section.  This violation was most recently observed on or about August 3, 2017 in the VPS#2 Process Unit at Motiva Plant located in Port Arthur, Texas, when the employer did not ensure its employees followed Motiva Safe Work Procedure SHE0018 (Asbestos Policy) Section 5 a (ii) which prohibits the use of a water hose for the purpose of washing fallen Asbestos Containing Material (ACM).
