The workers were exposed to a struck-by hazard.

29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation:  JOB SITE: Lot 115 Riesling Lane, Pevely, MO 63070, on or about 7/25/2017, workers were observed on a pump jack scaffold, actively doing siding work on the west side of the structure, approximately 13 feet above next lower level, and the supported scaffold poles and uprights did not bear on base plates or other adequate firm foundation.  The supported scaffold poles and uprights were placed on dirt ground. The workers were exposed to a fall hazard.
