29 CFR 1926.1053(b)(13):  The top or top step of a stepladder was used as a step.      On or about August 23, 2017 at an apartment complex construction site located at 4123 S. Rockford Place in Tulsa, OK, an employee was allowed to work from the top rung of an 8 foot A-frame ladder.  The employee was exposed to the hazard of falls.
