29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  (a)  On or about July 26, 2017. and at times prior, the employer did not ensure employees safely used ladders while accessing second and third story apartment balconies in that the ladders were not extended 3 feet above the landing surface and/or secured at its top to a rigid support.     Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
