29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.     a. On or about August 28, 2017, subcontractor employees engaged in residential roofing activities were exposed to a fall hazard of up to approximately 18 feet.  Fall protection was not being utilized.      There is no abatement certification or documentation required for this item.

On or about August 28, 2017, employee on the ground below roofing operations was exposed to overhead hazards.  The employee was not wearing a hardhat.   There is no abatement certification or documentation required for this item.
