29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. a. On or about August 31, 2017, at the above addressed jobsite, an employee performing masonry operations from a tubular welded frame scaffold, twenty-five (25) feet above the ground, was exposed to injuries from falls due to the lack of guardrails.

Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a. On or about August 31, 2017, at the above addressed jobsite, employees performing masonry operations from the second floor were exposed to falls, of twenty-five (25) feet, created by the presence of unprotected sides.
