29 CFR 1926.102(a)(1): The employer shall ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.  a) Jobsite: Employer did not ensure employees wore eye protection, thus exposing employees to eye hazards. Employees working on the roof did not wear eye protection while using pneumatically powered nail guns.   This condition was observed/noted on/about 01 AUG 2017.

29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.  1) Jobsite: The employer did not ensure the Werner extension ladder was extended at least 3 feet above the landing to ensure proper mounting and dismounting by employees thus exposing them to a fall hazard. 29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement.    1) Jobsite: Employer did not ensure the Werner fiberglass extension ladder, used to access the upper floors, was properly mounted on a stable and level surface to prevent accidental displacement thus exposing employees to a fall hazard. Employees are using a Werner extension ladder on an improvised platform made from plywood.  This condition was observed on/about 01 AUG 2017.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a) Approximately 20 instances, wall openings on all floors all units: The employer did not ensure employees installing plywood to the exterior of a residential housing frame, approximately  15 to 35 feet from the ground below, were provided with a fall protection system.   b) Approximately 15 instances, floor holes in all units on all floors/stair towers: The employer did not ensure that employees performing framing operations were protected from floor holes in the new residential housing by a complete fall protection system. Employees working throughout the new residential construction are exposed to floor holes on floors 1, 2, and 3, in all units.    Condition noted on/or about 01 AUG 2017.   Strong Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1219850, citation number 1, item number 3 and was affirmed as a final order on May 23, 2017, with respect to a workplace located at Traditions Of America Saucong Valley, Lot 3 And 4, Center Valley, PA 18034.

Strong Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(4), which was contained in OSHA inspection number 1219850, citation number 1, item number 4/b and was affirmed as a final order on May 23, 2017, with respect to a workplace located at Traditions Of America Saucong Valley, Lot 3 And 4, Center Valley, PA 18034.
