29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    Employees were exposed to injury and illness from hazardous chemicals.  The employer had not developed or implemented a Hazard Communication Program to ensure that employees were made aware of the hazards associated with the chemicals with which they work.  Hazardous chemicals used in the facility included but were not limited to break fluid, break cleaners, and R-134.

OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Section 5(a)(1) of the OSH Act establishes the employer's duty under the law to provide his or her employees a workplace free of recognized hazards which cause or are likely to cause death or serious physical harm from being crushed under an automobile in the event of hydraulic failure.    (a) Drive Through Bay, and Pull In Bays:  Employees were exposed to a hazard of being crushed under a falling automobile, due to the hydraulic cylinder safety locks and pneumatic cylinder safety lock being bypassed while in an elevated positions holding automobiles, when working with the pull in bays 1 and 2 hydraulic Lifts, and the bay 4 pneumatic lift.
