29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:      (a) On or about October 11, 2017, and at times prior, the employer did not develop and implement a written hazard communication program for chemicals such as but not limited to Purple Power, which is an industrial cleaner/degreaser used during automotive restoration operations and contains diethylene glycol monobutyl ether. Diethylene glycol monobutyl ether may cause burns and irritation to skin and eyes. 29 CFR 1910.1200(f)(6)(i): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the information required by 29 CFR 1910.1200(f)(1)(i) through 29 CFR 1910.1200(f)(1)(v):  (a) On or about October 11, 2017, and at times prior, the employer did not ensure that chemical containers and secondary containers such as but not limited to spray bottles used during automotive restoration operations were properly labeled with a product identifier and/or with a hazard warning.  (1) Spray bottles adjacent to AC System did not have a product identifier and/or a hazard warning.  (2) Paint containers on employee's workstation did not have a product identifier and/or a hazard warning.
