29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems.    On or about October 12, 2017, employees replacing metal roofing on a commercial building at a height greater than fifteen feet were doing so without fall protection.

OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards:    On or about October 12, 2017, employees utilizing a scissor lift to access a commercial rooftop were climbing on the guardrails of the lift.    Among other methods, feasible and acceptable abatement methods to correct this hazard include the following: comply with the American National Standard for Self-Propelled Elevating Work Platforms (ANSI-SIA  A92.6-2006).
