29 CFR 1917.119(f)(7): Ladders shall extend at least 36 inches (0.91 m) above the upper support level if employees are to leave or mount the ladder at that level, except that where such extension is impractical other equivalent means such as grab bars may be used to provide a hand grip. a. On or about 10/27/2017, outside the Power Station Building, an aluminum ladder section was in place to be used as a fire escape for employees working on the second floor of the building. The ladder only extended approximately four inches above the second floor balcony that employees were intended to mount the ladder from.
