29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)    At a jobsite located at 633 E. 63rd Street, Kansas City, MO, employees were exposed to chemical hazards, including chemical burns from contact with and inhalation of chemicals. Employees used chemicals including but not limited to asphalt and liquid petroleum gas (propane) on the jobsite when melting asphalt in a propane-powered kettle and when applying asphalt to the roof using propane torches. The employer did not develop and maintain a written hazard communication program or provide training on hazard communication to employees.

29 CFR 1926.150(c)(1)(vi): A fire extinguisher, rated not less than 10B, was not provided within 50 feet of wherever more than 5 gallons of flammable or combustible liquids or 5 pounds of flammable gas were being used on the jobsite:    At a jobsite located at 633 E. 63rd Street, Kansas City, Missouri, employees were exposed to fire and smoke hazards.     a) Employees were using liquid petroleum gas (propane) powered torches for melting asphalt/tar on sections of the roof. Fire extinguishers were not located within 50 feet of torch use.    b) Employees were using a liquid petroleum gas (propane) powered kettle to melt asphalt/tar in the parking lot of the jobsite. Fire extinguishers were not located within 50 feet of kettle use.
