29 CFR 1926.501(a)(2): Employees were allowed to work on surfaces which did not have the requisite strength and structural integrity:    a) Worksite - Ground floor:  Employees doing insulation  work inside of a residential home were using a staircase that was not properly secured at the base; on or about 11/13/17.    Note: In addition to abatement certification, the employer is required to submit abatement documentation for this item in accordance with 29 CFR 1903.19.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:    Worksite - Ground floor:  Employees were using a staircase (five risers) that was not equipped with handrail; on or about 11/13/17.    Note: The employer is required to provide abatement certification for this item in accordance with 29 CFR 1903.19
