29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At 504 East Beach Blvd., Gulf Shores, Alabama:  On or about November 28, 2017 and at times prior; the employer failed to ensure employees performing framing activities were using fall protection properly as per the manufacturers recommendation exposing his employees to a fall hazard of 9 feet to the floor below.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:     a)  At 504 East Beach Blvd., Gulf Shores, Alabama:  On or about November 28, 2017 and at times prior; the employer allowed his employees to use the top step of a six foot a-frame ladder to gain access to and from the trusses to perform framing activities exposing his employees to a fall hazard of 9 feet to the floor below.
