29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   On the north side of the construction site, employees performing framing activities without fall protection were exposed to fall hazards of approximately 30 feet to the ground below.

29 CFR 1926.503(a)(2)(i): 29 CFR 1926.501(a)(2)(I):  The employer shall ensure that each employee has been trained , as necessary, by a competent person, in the nature of fall hazards in the work area:   On the north side of the construction site, the employer did not ensure that the employees working from a height of approximately 30 feet without fall protection were trained to recognized and correct hazards associated with fall hazards.
