29 CFR 1926.50(c): A person who has a valid certificate in first-aid training was not available at the worksite to render first-aid:    On or about December 9, 2017, and in times prior thereto, workers entered a trench located under a building to perform excavation and waterproofing work, were exposed to hazards capable of causing serious harm or death, and the employer did not provide 1st aid/CPR training to employees, exposing employees to the hazards of delayed medical treatment.

29 CFR 1926.250(b)(4): Bagged materials were not stacked by stepping back the layers and cross-keying the bags at least every 10 bags high.    On or about December 9, 2017,  workers entered a trench located under a building where bagged material was not supported from collapse exposing employees to the hazards of being struck and/or engulfed by falling bags of rock and dirt.
