29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed  a) Residence, Front:  Employees were using a 20 ft. portable extension ladder to access the roof of a residence to perform construction activities and the ladder side rails were extended between 1-2 feet above the upper landing surface being accessed, on or about December 21, 2017  b) Residence, Side: Employees were using a 12 ft. portable extension ladder to access the roof of a residence to perform construction activities and the ladder side rails were extended approx. 1 feet above the upper landing surface being accessed, on or about December 21, 2017.
