29 CFR 1915.73(c): When employees were working around open hatches not protected by coamings to a height of 24 inches or around other large openings, the edge of the opening was not guarded in the working area to height of 36 to 42 inches, except where the use of such guards is made impracticable by the work actually in progress:     a)  American Song Cruise Ship, 4th. Deck at the Stern - On or about January 19, 2018, a welder working at the stern of a ship under construction fell approximately 40' through the fourth deck's  12' by 12' opening to the hull of the vessel  was not provided with fall protection, including, but not limited to, a personal fall protection system, covers or rails.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification.  This documentation may include, but is not limited to evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.
