29 CFR 1926.1153(g)(1): The employer did not establish and implement a written exposure control plan:    At the jobsite located at 1900 E. Douglas, Wichita, Kansas:  Employees engaged in concrete cutting and pouring activities in the parking lot were exposed to respiratory hazards in that the competent person had not been identified, procedures to restrict access to work areas where high exposures may occur, and housekeeping practices, were not established in the written exposure control plan.
