29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used: a) At 1125 west Lagoon Ave., Gulf Shores, Alabama: On or about February 21, 2018 and at times prior; the employer allowed his employees to work and transit to and from a roof top on a ladder jack scaffold and the work platform did not have a ladder to provide safe access requiring employees to climb over the platform exposing his employees to a fall hazard of 13 feet 7 inches to the ground below.
