29 CFR 1926.501(b)(2)(ii): Each employee on a walking/working surface 6 feet (1.8 m) or more above a lower level where leading edges are under construction, but who was not engaged in the leading edge work, was not protected from falling by a guardrail system, safety net system, or personal fall arrest system.    On or about 20 February 2018, and at times prior thereto, two framers installing gypsum boards within the Building 4 backside stairwell did so without being connected for fall protection, exposing the framers to a fall hazard of approximately 34 feet 6 inches to the ground floor.
