Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   Humberto Rangel Torres project site located at 482 Marion St. Oshkosh, WI: On and about March 2, 2018, employees framing a multi-story, multi-family apartment building were exposed to falls when:  A) Employees wearing harnesses on elevated surfaces were not connected to lifelines;  B) Employees using personal fall arrest systems were still able to fall greater than 6' due to work position relative to anchor locations.
